Building a bike from a 27.5 frame with 26 components you may end up with a bike geometry that is 'out' and handles worse than you already have. The new frame is likely a though axle, and may have a wider (Boost) spacing, meaning the rear hub will need adapters or replacing. The bottom bracket and seat post are unlikely to be compatible.
On 700c wheels, maximum tire clearance on frames usually hovers around 40 mm while frames that can take 650b wheels can then accommodate 2.1″ (53mm) or even 2.2″ (56 mm) tires. Knolly gives you options to run up to 700×45 tires or 27.5×2.1″ on its Cache , and still have clearance for fenders.
The key to swapping forks is the axle to crown measurement - the distance from the center of the front axle to the seat of the crown race that is the lowest part of the headset. You want the replacement to be as close to the original as possible, to preserve the designed geometry. There are forks that can take either a 27.5 or a 29er wheel.

I have been riding a Surly Instigator 2.0 as a 26er for this past season- it is a 26+ frame (27.5 compatible). Bike rode great as a 26 and I just recently converted to 27.5 with OEM Sektor forks and Azonic Outlaw wheels- so I spent the lowest amount of cash I needed to get solid parts.

The actual diameters of the rims are: 26″=22in/559mm. 27.5″=23in/584mm. The difference in rim diameter between 26″ and 27.5″ wheels is closer to 1in/25mm than 1.5in/37.5mm. The bottom bracket is expected to drop approximately 0.5in or 12.7mm. So, the tires are flat if the 26-inch electric bicycle kit is on the 27.5 frames.
